[His chest heaves.] If all it takes to become commissioner is a penchant for throwing others under the bus, some grandstanding speeches, and an itchy trigger finger, than nearly any moron off the street would be just as qualified!

The Pax Penguina was near-flawless - it's thanks to me [he jabs a finger at himself] and my initiative that crime was once again brought to record-lows.
